 HISTORY OF EPHAR


EPHAR was founded at the XIth International Congress of Pharmacology in Amsterdam (The Netherlands) in 1990. The foundation was prepared by a steering committee headed by Börje Uvnäs, who described the efforts of the committee, its the composition as well as the considerations and discussions preceeding its establishment in the following report dated May 7, 1990:

The idea of a European union of pharmacologists is not new. It was up for discussion at least as early as the fifties and the late Corneille Heymans and myself frequently discussed the possibility of forming some kind of a common organisation for European pharmacologists. Since then the idea has been raised several! times and in fact been seriously considered at several! group meetings. However, the enthusiasm has always faded away, mainly I think due to lack of support from the big national societies’, that felt self-sufficient and did not share the small and weaker societies need for increased international contact. And then came the formation of IUPHAR. The need for a special European co-ordinating organisation lost its relevance for some time. However, time has caught up with the federation idea. Today's effort to unite European economical and political forces in competition with the world at large has found its counterpart in the current formation of European scientific federations. Since long we have a federation of biochemists, the physiologists are forming their federative organisation and we have already a superior co-ordinating organisation of sorts in the European Union of Societies of Experimental Biology (EUSEB). I have for many years had a dream, that a meeting of a European federation be organised with successful American federation meetings as models worth copying.

Pharmacology has developed into a multifaceted discipline extending from molecular biology at one end to clinical pharmacology at the other. This enormous expansion has taken place during the past 10-20 years and left many of us behind, in ignorance about the necessity of collaborative efforts within all branches of biological sciences in the development and analysis of new drugs. The success in pharmacology will depend on the pharmacologists’ ability to acquire the new knowledge and utilise the new tools available, in the efforts to extend pharmacological research into the new domains conquered within the biological sciences. In other words, our goal is to create new generations of pharmacologists with an analytical and broadminded attitude towards important aspects of modern medical biological sciences.

On the initiative of Professor Rodolfo Paoletti representatives for the European national pharmacological societies were invited to Milano for discussions about the possibilities of the formation of a European federation of pharmacologists. Eighteen national societies had sent representatives to the meeting, which took place in Milano February 6, 1988. The discussions resulted in the formation of a Steering Committee of six members. After some replacements during the past years the Steering Committee consists at present of the following seven members:

Börje Uvnäs was elected chairman and Flaminio Cattabeni secretary.

The Steering Committee should work out tentative statutes and an educational programme for the nearest future.

Statutes proposed by the Committee were accepted by a meeting of 19 national delegates in Milano April 8, 1989. At a meeting of the Steering Committee at Mannheim July 26, 1989 it was further decided that a Newsletter be produced by the secretariat in Milano headed by Flaminio Cattabeni. The newsletter should be distributed to ail national societies in Europe informing about the activities of the national societies, international activities of interest to European pharmacologists eye.

As a result of the activity of the Steering Committee a first educational symposium was held in Milano on February 7-9, 1990 with the title "Molecular Biology in Pharmacology". This first symposium attracted more than 100 young pharmacologists from all of Europe and was considered a great success.

It is my hope that a federation of European pharmacologists will further the development of a European scientific community without national barriers and foster a more intimate relationship between our European national societies and their members.

Ultimately a new generation of European pharmacologists will with common efforts fight in the scientific frontlines and make use of current developments to the benefit of pharmacology and the pharmaceutical industry.”

The ideas expressed in this report are still valid.

Since its establishment in 1990 the aim of EPHAR was to advance research and education in Pharmacology and related sciences and to promote co-operation between National/Regional Pharmacological Societies in Europe. EPHAR was recognized as an affiliate member of IUPHAR in 1994.

In addition, the statutes of EPHAR, approved at its foundation, established that the affairs of the Federation are conducted by a Council, formed by representatives nominated by each Society, and by an Executive Committee. The first President, R. Paoletti (Italy), the first Scientific Secretary, F. Cattabeni (Italy) and the first Executive Committee consisting of 4 personalities were in office until 1997. Members of the first Executive Committee were W.C. Bowman (UK), G. Fillion (France), H. Scholz (Germany), and H.A.J. Struijker-Boudier (The Netherlands).

Since 1990, the Federation has sponsored important scientific events. In particular, EPHAR has contributed in the organization of residential Courses with a restricted number of participants (“Molecular Biology in Pharmacology”, Milan, 1990; “Neuroimmunomodulation in Pharmacology”, Paris, 1992; “Electrophysiology in Pharmacology”, London, 1993). Courses are addressed to biomedical scientists willing to improve their knowledge in specific fields of pharmacology and related sciences. Moreover, the Federation has sponsored a number of “EPHAR Lectures” held in occasion of joint meetings of member Societies.

The most important scientific events established by the Federation are the EPHAR Congresses. Until now (2004), four such meetings took place in different European countries. They included plenary lectures, symposia, round tables, oral and poster communications devoted to the most recent advances in pharmacology and related sciences and therefore represented the adequate forum for discussing preclinical, clinical and therapeutic data. Particular emphasis was given to the impact of biotechnologies on drug development and to the identification of novel pharmacological approaches to incurable diseases. Sessions were also held on the relationship between science and society in Europe, with particular reference to drug registration, strategies for research funding and training of pharmacologists.

In conjunction with the Congress in Porto in 2004, a first official Satellite Symposium took place. It was a meeting of the scientific Serotonin Club. The topic and motto of the Satellite was “Serotonin in the CNS and Periphery: Basic Concepts and Clinical Implications”.

In the future, EPHAR Congresses will be held every four years in the middle between two IUPHAR Congresses. The next EPHAR Congress will take place in Manchester (UK) as a joint meeting with the British Pharmacological Society in 2008.

1. OBJECTIVES OF THE FEDERATION


The Federation is a non-profit voluntary associated established to advance research and education in the Science of Pharmacology and to promote co-operation between National/Regional Pharmacological Societies in Europe and surrounding countries. It seeks to co-operate with other international organisations, especially the International Union of Pharmacology.

A fundamental principle governing the work of the Federation of European Pharmacological Societies is that nothing done by, or in the name of, the Federation shall detract from autonomy of any of the participanting societies. The Federation seeks to achieve its objects by the following means:

(a) to hold and arrange instructional courses and training programmes in matters connected with pharmacology

(b) to facilitate the exchange of scientific information between European pharmacologists by encouraging the holding of joint meetings between European member societies and by other appropriate means, like the periodical European Congresses of Pharmacology.

(c) To collect, disseminate information and encourage the participation to important activities organized by member societies. This will include the production of a calender of the National and joint meetings of each European Society.

(d) the Federation aims at establishing common standards for basic courses in pharmacology.

(e) The Federation aims at encouraging scientific collaboration between member societies by appropriate means.

 

2. MEMBERSHIP AND DUTIES OF MEMBER SOCIETIES

(a) Membership of the Federation is restricted to National Societies of Pharmacology in Europe and surrounding countries recognised by IUPHAR. All members societies must pay an annual fee to EPHAR.

(b) Membership shall be terminated for one of the following reasons:
- due to the dissolution of a Member Society:
- by withdrawal. Any Member Society is free to withdraw from the Federation of European Pharmacological Societies at a meeting of the Council, provided notice of such withdrawal has been communicated to the Scientific Secretary before the meeting.
- when a Member Society does not pay its annual fee.

(c) The Member Societies shall
(i) support the objectives of the Federation within their own Societies.
(ii) Publicise the activities of the Federation as received by the Scientific Secretary

 

3. ADMINISTRATION

The affairs of the Federation shall be conducted by the Council and by the Executive Committee.

(A) COUNCIL

(i) The Council is formed by representatives nominated by each Member Society of the Federation. Societies with less than 500 members nominate one representative and Societies with more than 500 members may, if they wish, nominate a second representative. Representatives are nominated for a term of 4 years and can be re-elected only for a second successive term immediately.


(ii) Duties of the Council shall be:
- to elect Member Societies of the Federation
- to propose names for candidates of the Executive Committee
- to elect the members of the Executive Committee;
- to ratify the action of the Executive Committee;
- to vote on changes in the statutes and regulations as recommended by the Executive Committee;
- to approve the financial balance and the accounts.

(iii) The Council may appoint committees for specific purpose, e.g. meetings , publications, exchange- and educational programmes.

(iv) There shall be one Regular Meeting of the Council every two years at the occasion of the EPHAR and IUPHAR Congresses. Additional meetings, called Special Meetings, may be held at the request of the majority of the Executive Committee or of at least 50 % of the members of the Council.

(v) Except where explicitly stated otherwise on these Statutes, any matter to be decided by the Council shall be decided by a simple majority vote of those present and voting at a meeting of the Council.


(B) EXECUTIVE COMMITTEE


(i) The Executive Committee is composed of 9 members, elected by secret ballot by the members of the Council at the regular EPHAR Congresses every four years in the middle between two IUPHAR Congresses. Members are elected for a term of 4 years and can be re-elected for a second successive term.

(ii) If Council members are elected as members of the Executive Committee, these individuals shall cease to be representatives of their Societies. The latter should nominate substitute members for Council to serve for the remaining term of office.

(iii) Each member Society may nominate one candidate to be communicated to the Scientific Secretary two months before the Council meeting.

(iv) In its first meeting, the Executive Committee shall elect President, President Elect and Treasurer from their number. The President may appoint a Scientific Secretary, who will participate in the Executive Committee meetings without right of vote. The President shall stay in office for two years. The President Elect shall take over for two additional years within the four year period. In circumstances where the President is unable to act, the responsibility shall be taken by the Past President or the President Elect. All decisions are made by majority vote.

(v) When Council elect a new Executive Committee with no members who served previously, the Committee may elect one of the Past Presidents to the Committee for guidance as a non-voting member.

(vi) The Executive Committee shall act on behalf of the Council in intervals between regular meetings of the Council. All actions by the Executive Committee must be ratified by the next regular or special meeting of the Council. The Executive Committee shall work in conjunction with the local Organising Committee of the EPHAR meetings, according to the guidelines for EPHAR meetings.

(vii) Interim vacancies on the Executive Committee may be filled by the President by appointing the head of the list of un-elected candidates. The individual as appointed shall serve for the rest of the unexpired term.

(viii) The Scientific Secretary shall:
- keep a record of all members of the Federation
- keep the records of all meetings of the Council and the Executive Committee;
- distribute the agenda for the meeting of the Council and the Executive Committee, at least one month prior to the meeting, and shall distribute the minutes of the meetings not later than three months after the meeting;
- collect and distribute information in accordance with the Objectives of the Federation from and to the member Societies;

(ix) The Treasurer shall:
- keep a minute book of the transactions of the Federation;
- receive all dues and other funds;
- pay all obligations and debts;
- render annually a complete financial account and submit a proposed budget to the Council;
- the account of the Treasurer shall be audited annually by a legally authorised auditor.

 

4. AMENDMENT TO THE STATUTES

Amendment to the Statutes shall be approved by the Council.

Prepared amendments must be sent to the President at least two months before the Council meeting at which they are considered and must be endorsed in writing by at least five official members of the Council.

Proposed amendments must be transmitted to all members of the Council at least one month before the Council meeting at which they are to be considered.

A three-fifth majority vote of the Council members present and voting shall be required for the adoption of any amendment.

 

5. LEGAL REPRESENTATION

The President is the legal representative of the Federation and its dealings with other organisations. The President may authorise one member of the Executive Committee to represent him in such dealings.
